Hong Kong's offshore yuan market is rapidly evolving into a global funding hub, driven by corporate demand for lower Chinese interest rates and China's push for currency internationalization. Banks are reporting a significant increase in yuan-denominated loans and capital market activity.
Standard Chartered Plc noted that clients are increasingly seeking longer-dated yuan facilities for working capital and cross-border capital expenditures, moving beyond traditional trade settlement. Bank of China (Hong Kong) has also observed a rise in both the number and size of its offshore yuan loans.
To further bolster this role, China's central bank has unveiled new measures to deepen cross-border bond investment and expand hedging tools. These include expanding the Swap Connect program by adding more market makers, streamlining its framework, and raising the daily net trading limit to 45 billion yuan ($6.25 billion) from 20 billion yuan, making it easier to hedge interest-rate risks.
Eddie Yue, CEO of the Hong Kong Monetary Authority, highlighted Hong Kong's unique position as the global offshore RMB business hub, supported by its legal system, robust regulations, and market infrastructure. He noted that RMB deposits in Hong Kong remain stable around RMB1 trillion, while various RMB business segments have grown remarkably. Outstanding RMB loans have surged to RMB840 billion, more than tripling since 2022. Dim sum bond issuance has also grown rapidly, with outstanding amounts expanding by over 60% from three years ago to RMB1.27 trillion in the first half of this year. The RMB RTGS handles a daily turnover of RMB2-3 trillion, and RMB trade settlement reached RMB15 trillion in 2024, a 60% increase from 2022.
