President Volodymyr Zelensky confirmed the changes, which were developed in consultation with top military leadership and key government ministers. Defense Minister Mykhailo Fedorov elaborated on the reforms, stating the goal is a system built on respect, justice, and clear rules. Key aspects include record pay rises for infantry, fixed service terms followed by a six-month mobilization exemption, and simplified procedures for unit transfers and AWOL cases. In parallel, Ukraine conducted drone strikes targeting Russian infrastructure. The General Staff reported that two oil refineries in Russia's Tatarstan region and a major rubber plant in Samara Oblast were damaged.
