The ALARA principle, which requires facilities to keep radiation exposures as low as practical, would be replaced by a "graded approach." This new framework would require more rigorous protection measures as potential doses approach existing maximum limits, rather than proactively minimizing them. The NRC maintains that dose limits themselves will not change and that the proposal aims to remove ambiguity and streamline regulations, potentially accelerating the development of new nuclear reactor designs.
However, some experts express concern. Edwin Lyman of the Union of Concerned Scientists cautions that the change could lead to higher permissible radiation doses in certain scenarios, even if below the cap. He specifically points to a proposed increase in radionuclide emissions standards from 10 millirem per year to 25 millirem per year for hypothetical individuals living at a nuclear plant's property line. The NRC asserts that actual public doses would remain significantly lower due to distance and environmental dispersion.
