More than 1.6 million people living in areas including Tokyo, Chiba and Kanagawa have been urged to evacuate as Typhoon Dujuan brought torrential rain and strong winds to eastern Japan on Monday (Sep 21). At least 275 flights were cancelled and some train services disrupted.
