Top diplomats of Thailand and Cambodia have appeared before the Permanent Court of Arbitration in Singapore. Phnom Penh initiated the UN-backed conciliation in June, shortly after Bangkok pulled out of an agreement on maritime border claims. Cambodia says it wants to return to constructive negotiations. Bangkok on the other hand, accuses Phnom Penh of playing victim and playing to international forums by vilifying Thailand. The row covers a resource-rich area spanning about 29,000 square kilometres.
