During a debate on the second reading of the Scams Countermeasures and Other Matters Bill in parliament on Wednesday (Sep 9), Aljunied GRC MP Gerald Giam asked whether a structured restitution mechanism could be developed so that scam victims who have lost their life savings “do not go home empty-handed”. Senior Minister of State for Home Affairs Goh Pei Ming said it would be difficult to distribute recovered funds equitably because scam proceeds are often commingled and moved through multiple accounts, making it difficult to trace the funds and attribute them to individual victims.
