A year after the US-brokered ceasefire in Gaza, Palestinian health authorities report more than 1,450 people killed since it began. Israel says it is targeting threats from Hamas, while Hamas says Israel is breaking the agreement. Israeli forces control roughly two-thirds of the territory, and tens of thousands of families remain in makeshift shelters. Mark Lattimer, executive director of the Ceasefire Centre for Civilian Rights and an author on civilian protection during conflict, speaking from London, says there has not really been a ceasefire, with the Israeli military continuing regular attacks. He says Phase 1 was relatively successful, with the remaining 20 living Israeli hostages released and about 2,000 Palestinian prisoners freed, but that the killing has gone on since. Lattimer says the Board of Peace, which had authority to enforce the deal, has failed in its three tasks: ensuring sufficient humanitarian aid, pushing Phase 2 negotiations forward, and laying out a realistic reconstruction plan. He says the international stabilisation force has effectively not deployed.
