Haiti's new anti-gang force was barely deployed a year after approval

Gangs continue to terrorise Haiti, with 30 people recently killed in an attack in Kenscoff, just outside Port-au-Prince. One resident says the government does nothing to protect people. Haiti's police remain outnumbered and outgunned, and the international response, a multinational Gang Suppression Force authorised by the UN Security Council a year ago to replace a Kenyan-led mission, has seen only a fraction of its planned troops deployed. For 13 years, UN peacekeepers served under MINUSTAH, helping stabilise the country and strengthen police, but leaving a controversial legacy that included sexual abuse allegations and a cholera epidemic. With elections planned for December, Haiti's first national vote in about a decade, this new, more targeted mission aims to help local forces confront gangs and secure the country enough for people to vote.
