Russia open to Turkey selling S-400 systems to UAE, sources say

The acquisition of the S-400 systems by Turkey in 2019 led to its removal from the F-35 fighter jet program and triggered US sanctions. As relations between the US and Turkey improve following Donald Trump's return to office, the S-400 issue has become a key discussion point, with US legislation mandating Turkey's divestment of the systems before receiving F-35 jets.

Previous proposals, such as rendering the S-400s inoperable, were deemed insufficient for a full waiver of sanctions. Russian and Turkish sources confirmed ongoing negotiations for a resale to the UAE. The Kremlin acknowledged these talks, with spokesperson Dmitry Peskov stating the issue is sensitive and consultations will continue.

A Russian source indicated that Moscow's stance is "why not?" but details need to be finalized and President Putin's decision is pending. The source also emphasized the importance of the UAE fully adhering to the contract terms if the purchase proceeds. Turkish sources noted the UAE already operates Russian air defence systems and is diversifying its arms procurement.

Despite underlying tensions between the UAE and Russia over Moscow's support for Iran, the sale would not be directly covered by US sanctions as it would be between Turkey and the UAE. Russia had previously declined to take back the Turkish systems. A planned Turkish announcement on Friday regarding talks to sell the systems was reportedly cancelled.
