Metropolitan Police Commissioner Mark Rowley has announced a major recruitment campaign aimed at increasing the number of black and Asian officers, asserting that this is an operational necessity to effectively police London and gain the trust of its diverse communities. Rowley stated that he would not be deterred by the "toxicity" surrounding diversity, equity, and inclusion (DEI) debates, criticizing leaders who avoid the subject.
In London, individuals from minority ethnic backgrounds constitute 46% of the population, while they represent only 18% of the Metropolitan Police force. Rowley emphasized that inclusivity is fundamental to the principle of policing by consent, which relies on the trust of all communities. He believes that an inclusive workforce enhances the Met's ability to protect victims, apprehend criminals, and prevent crime.
The Met has the highest number of black and Asian officers among UK police forces, but also the most significant disparity between its ethnic makeup and that of the population it serves. Rowley refuted claims that recruiting from under-represented communities would lower standards, stating that historical barriers have limited opportunities and that removing them is a matter of fairness.
Past inquiries have highlighted systemic issues within the Met. The 1999 Macpherson inquiry found the force institutionally racist in its handling of the Stephen Lawrence murder investigation. More recently, the 2023 Casey report concluded that the Met was institutionally racist, misogynistic, and homophobic. Rowley accepted the findings of systemic bias but rejected the label of "institutional racism" as politicized.
Responding to the recruitment drive, Leroy Logan, who was the first chair of the Met's black police association, expressed doubt about the force's progress, suggesting it has regressed since the Macpherson report and is perceived as a safe haven for white supremacists. He questioned whether his younger self would join the Met today, citing a lack of leadership and culture change.
