Major Chinese AI developers DeepSeek and MiniMax have completed export registration procedures and can now proceed with open-sourcing and overseas licensing activities, according to a social media post affiliated with state broadcaster CCTV. This development comes days after Beijing proposed export controls on 23 AI technologies, including models and computing clusters, on October 16. The Ministry of Commerce stated at the time that most AI technologies would remain exportable with simplified licensing for open-source technology. The proposed controls cover overseas deployment of AI models containing restricted technology, representing Beijing's latest move to limit the transfer of tools deemed vital to national security amid geopolitical competition.
