A consortium led by Reliance Industries' subsidiary Reliance 4IR Realty Development, in partnership with Mahadev Realtors Juhu, has been awarded the bid for the redevelopment of the 101.36-acre Juhu Galli slum cluster in Mumbai's Andheri (West) area. This project is one of the largest slum cluster redevelopments in the city.
The tender process, managed by the Slum Rehabilitation Authority (SRA), saw participation from three major corporate groups. The Reliance-led consortium emerged as the successful bidder.
The redevelopment initiative, guided by the Maharashtra government's Cluster Redevelopment Policy, aims to construct over 28,000 homes for eligible slum dwellers. This policy is designed to tackle large slum clusters that have been challenging to redevelop using traditional methods.
Key tender conditions include significant financial safeguards for residents. The developer is required to cover pending transit rent dues and provide a cumulative transit rent commitment of approximately Rs 700 crore over the next two years to the SRA. Additionally, post-dated cheques for one year's transit rent must be deposited with the authority to ensure continuous rental support for residents during the rehabilitation and construction phases.
The successful bidder must also furnish a Rs 100 crore performance guarantee to the SRA. The SRA highlighted that the project is expected to significantly alter the urban landscape of the area by providing new housing and essential infrastructure.
The redevelopment plan also encompasses the development of supporting infrastructure, open spaces, social amenities, and improved connectivity. The tender's significance lies in it being one of the largest opportunities under the state's cluster redevelopment framework, attracting major business groups and potentially serving as a model for future large-scale slum redevelopment projects in Mumbai, which often face hurdles due to fragmented land ownership and financing complexities.
