Australia's emergency services and military are preparing for potential satellite failures by training personnel in traditional navigation techniques, including the use of sextants and paper maps. Experts speaking at the 19th Australian space forum in Adelaide highlighted the nation's significant, yet often unrecognized, dependence on space infrastructure and its vulnerability to threats such as enemy attacks and solar flares.
Panelists warned that a sudden loss of critical space assets like GPS, remote sensing, and secure communications could lead to widespread disruptions. Nick Leake, head of Optus satellite and space systems, described potential cascading failures, including the shutdown of ATM networks, loss of situational awareness for emergency services, degradation of aircraft navigation, and the isolation of remote communities. He emphasized that financial systems could also face immediate failure, with many Australians unaware of their reliance on satellites until these services are lost.
Jackie Craig AM, an expert in cyber and virtual warfare and an incident management team leader with the South Australian state emergency service, noted that emergency services are increasingly dependent on vulnerable systems. She stated that younger personnel often lack the skills to use traditional navigation tools like street directories and maps, necessitating a return to these methods. If satellite systems were to fail, emergency services would revert to using radios and hard-copy manuals.
Michael Murphy, deputy chief executive of the Royal Flying Doctor Service SA/NT, indicated that the organization has built-in contingencies that would allow operations to continue for approximately 24 hours. Beyond that, they would prioritize life-saving missions, relying on manual procedures and alternative communication methods like high-frequency radio and information sharing through a 'bush telegraph' system.
Air Commodore Chris Robson of the Australian Defence Force stressed that planning for satellite support loss is a necessary reality check, not a doomsday scenario. While the defense force offers sextant training for celestial navigation and terrestrial navigation, Robson suggested it might not be frequently used. He identified solar flares as the most significant risk, capable of disabling a substantial portion of space capabilities, rather than direct enemy attacks. The panel also discussed enhancing network resilience through satellite redundancy, more Earth stations, and developing sovereign capabilities to reduce reliance on foreign providers.
