This budget is crucial as it funds various EU operations.
The inclusion of direct budgetary support for Ukraine was intended to ensure continued aid without impacting other EU programs. The current proposal from Cyprus aims to find a compromise among the 27 member states. For context, the EU approved a 90 billion euro loan for Ukraine in April 2026, meant to cover two-thirds of its budgetary needs.
However, Ukraine's defense budget still has a significant 20 billion euro hole for 2026, even with existing support.
