Japan seeks AI alliances with France, India to curb US-China dominance

Japan and France have agreed to collaborate on dual-use AI technologies, which can be applied for both industrial and military purposes. This cooperation is intended to reduce dependence on China and will be supported by a new high-level dialogue at the vice-ministerial level between the two governments. French President Emmanuel Macron is scheduled to meet with Japanese Prime Minister Sanae Takaichi to issue a joint statement on AI cooperation, focusing on international governance, security, and capacity building in third countries.

The initiative includes strengthening AI supply chains to reduce dependence on China for critical components like AI semiconductors and building procurement networks with like-minded nations. Capacity building efforts will target emerging and developing countries, aiming to develop AI models that incorporate diverse languages and cultures. Both nations also intend to promote safe and trustworthy AI, addressing issues such as information manipulation and military applications.

French President Emmanuel Macron has been a vocal advocate for cooperation among mid-sized powers on AI regulation, emphasizing the need for collective action beyond the influence of the U.S. and China. At a G7 meeting, Macron urged wealthy democracies to collaborate on regulating advanced AI systems, a sentiment echoed by OpenAI CEO Sam Altman, who called for an international forum to establish AI guardrails.

In addition to AI, Japan and France are deepening collaboration in critical minerals and economic security, including a joint investment in a rare-earth recycling project.
