The European Union's seven-year budget is facing intense negotiations among member states, with a draft released on June 11 proposing 89 billion euros for Ukraine's support from 2028 to 2034. This figure is a reduction from the 100 billion euros initially put forward by the European Commission.
The budget proposal, the first from the Cyprus Council Presidency, aims to secure continued support for Kyiv without impacting other EU programs. However, this reduction risks leaving Ukraine short of funds if the conflict extends beyond 2028, especially considering a 20 billion euro hole in Ukraine's 2026 defense budget even with prior aid.
This proposal is not final, as Ireland is set to assume the rotating presidency on July 1 with the goal of reaching a full agreement by the end of the year. Some European Commission officials, speaking anonymously, have indicated that Ukraine's support could be further reduced to around 80 billion euros, with one expecting it could fall as low as 60 billion euros. There is no expectation that the initial 100 billion euro proposal will remain unchanged.
