The U.S. Federal Communications Commission (FCC) has implemented a ban on foreign-made advanced robots, citing national security risks. This prohibition includes a wide range of devices, from humanoid and four-legged robots to common robot vacuum cleaners, primarily impacting those manufactured outside the United States, with a particular focus on Chinese companies.
The FCC's decision, justified by cybersecurity vulnerabilities found in foreign-made robots, adds these devices to its "Covered List" of technologies deemed to pose an unacceptable risk to U.S. national security. The agency acted based on a determination by an interagency body convened by the White House.
"Advanced robotic devices" are defined as mobile devices, including autonomous mobile robots, humanoid robots, and quadrupeds, that possess sensors, network connectivity exceeding 200 kbps, and onboard or cloud-based software or AI models. This definition encompasses many popular consumer and research robots.
While the ban targets new models, it includes several exemptions. Devices weighing less than 4.4 pounds, trains, drones, underwater vehicles, and "connected vehicles" like robotaxis are not covered. Additionally, fixed or stationary robots, such as industrial robot arms, are exempt. The U.S. Department of Defense, referred to as the Department of War in FCC documents, retains the authority to exempt specific foreign-made robots or classes of robots if they are determined not to pose security risks.
The ban could potentially stimulate domestic robotics manufacturing, with U.S. companies like Agility Robotics, 1X Technologies, Figure AI, and Tesla increasing production of humanoid robots. Boston Dynamics, now fully owned by Hyundai Motor Company, is also scaling up its Atlas robot manufacturing in Massachusetts.
Supporters, such as Evan Beard of Standard Bots and Rush Doshi of the Council on Foreign Relations, view the ban as a strong technological security measure and a boost for the U.S. robotics ecosystem. However, many robotics researchers and analysts express skepticism. Georg Stieler and Rueben Scriven of Interact Analysis warn that the ban might slow U.S. innovation by cutting off access to lower-cost Chinese platforms before comparable Western alternatives are available, potentially hindering the U.S. humanoid robotics industry.
