Was the 2-year delay to the North-South Corridor project avoidable?

For a project as massive and complex as the North-South Corridor, could some of the challenges causing a delay have been anticipated? The Corridor - which began construction in 2018 and includes 12.3km of underground tunnel - will now open in phases from 2029 instead of 2027. This is due to unexpectedly challenging ground conditions, said the Land Transport Authority.
