Philippine Defence Secretary Gilberto Teodoro was speaking at the Seoul Defense Dialogue on Tuesday (Sep 8) when a man approached him during a question-and-answer session and handed him a piece of paper. The note, believed to be from someone associated with the Chinese government, asserted China’s position on the South China Sea. Mr Teodoro immediately denounced China for “coercion, bullying and aggression”. "Is this the right paper to post to me when I'm being asked a question on the floor?" He said, holding up the note. China responded on Wednesday that it is "not familiar with what happened in the event" and urged "certain individuals in the Philippines to stop grandstanding and stirring up trouble".
