NYPD bodycam footage shows officers helping Oscar Belgal and transporting him to a hospital after an ICE agent shot him in the neck during an enforcement operation in Manhattan’s Marble Hill neighborhood on Thursday. Police said Belgal's 5-year-old son was in the back seat of his car.
