Labour's Douglas Alexander welcomes social care reform

UK Secretary of State for Scotland Douglas Alexander spoke to Bloomberg TV at the annual Labour Party Conference in Liverpool, saying that "there's a recognition that we face big constraints and big structural challenges" but that he personally welcomes Burnham's plans around social care.
