Helen Miller, the director of Institute for Fiscal Studies has reacted to John Healey's first speech to the Labour Party conference as chancellor. In it he pledged to stick to the fiscal rules, saying he hopes to "build a more resilient country". Healey's conference speech came exactly a month before he delivers his first Budget.
