Iran has rejected Oman's proposal which would see a joint management of the Strait of Hormuz. It says such a plan does not address Tehran's security concerns. Oman's plan to manage the Strait of Hormuz also includes “voluntary fees" to ensure that Iran would not exercise sole control of the waterway. Iran countered this plan, proposing to Oman that Tehran would manage shipping through its side of the strait and Muscat would manage part but not all of the opposite lane.
