US Comptroller of the Currency Jonathan Gould announced that the Office of the Comptroller of the Currency (OCC) will finalize rules for the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act by November. Speaking at the Wyoming Blockchain Symposium, Gould stated that the agency is considering feedback from the crypto industry on its 376-page proposal, which was released in February. The GENIUS Act, signed into law in July 2025, aims to establish a regulatory framework for payment stablecoins in the United States. Several government agencies, including the OCC, Treasury Department, FDIC, and Federal Reserve Board, are tasked with creating rules for its implementation. These agencies have a deadline of January 18, 2027, to finalize their regulations, with the law becoming effective on the same date. Gould indicated that the OCC anticipates beginning to process applications from stablecoin issuers in 2027.
