Emergency blackouts were implemented across Kyiv on October 16 due to Russian attacks on the city's energy infrastructure, Ukraine's largest private energy firm DTEK said. The firm noted that scheduled power outage plans were not valid during these emergency shutdowns. Kyiv Mayor Vitali Klitschko announced the start of the city's centralized heating system on the same day, prioritizing social institutions like schools, hospitals, and kindergartens. However, two districts, Dniprovskyi and Darnytskyi, will not have heating due to significant damage to a local power facility. Over the weekend of October 13-14, Russia launched a large-scale ballistic missile and drone attack targeting energy facilities in Kyiv, Kyiv Oblast, and Kharkiv, leaving over 600,000 people without power. The city of Lutsk in Western Ukraine also experienced a power outage due to drone attacks.
