Hong Kong police have arrested 20 individuals, including alleged masterminds and sex workers, in connection with a cross-border prostitution syndicate that trafficked women from Southeast Asia. The operation, styled "Ling Wing cum Thunderbolt 2026," targeted an organized transnational vice ring active in Sham Shui Po and Tsuen Wan.
According to police, the syndicate recruited women from Thailand by covering their travel and accommodation costs. In return, the women were allegedly forced to provide 30 to 45 unpaid sexual services before they could begin earning money. After this period, they were required to split their earnings 50-50 with the syndicate. This arrangement ensured the women were completely controlled by the gang in their initial period in Hong Kong, generating significant early profits for the organizers.
The group reportedly rented three tenement flats in Sham Shui Po and Tsuen Wan, which were subdivided into cubicles for prostitution. Workers were instructed to place all or half of their cash earnings into gang envelopes for regular collection. Each woman allegedly saw eight or nine clients daily, charging HK$300 for 30 minutes of massage and sex. The syndicate's monthly income was estimated to reach HK$380,000.
Police initiated an investigation in June after noticing a pattern of arrested individuals being Southeast Asian passport holders with similar backgrounds and arrival patterns. The syndicate's alleged mastermind, a 65-year-old Thai woman who has lived in Hong Kong for over 20 years, used her network, including an 86-year-old local man with triad links, to recruit women and launder money. Her daughter was also allegedly involved in money laundering.
During the arrests on October 10, officers apprehended 19 women and one man, aged between 20 and 86. Among them, four held Hong Kong identity cards, two held recognisance forms, and 14 held Thai passports. The arrested individuals face charges including trafficking persons into or out of Hong Kong, conspiracy to traffic, controlling prostitution, managing a vice establishment, living on the earnings of prostitution, and money laundering. Some individuals are also suspected of overstaying their visas or breaching conditions of stay.
Authorities seized approximately HK$100,000 in cash, along with lubricants, condoms, towels, mobile phones, and account books. Over HK$10 million in suspected crime proceeds were frozen. Police stated that cash collected from sex workers was deposited into other members' accounts for laundering or remitted to Thailand through money changers, with over HK$10 million believed to have been washed through these accounts over recent years. Two backbone members have been charged and appeared in West Kowloon Magistrates’ Courts.
