According to sources familiar with the matter, Caine has discussed these concerns in recent weeks with Vice President JD Vance, CIA Director John Ratcliffe, and Secretary of State Marco Rubio. His objective in these discussions is to foster interagency coordination and ensure alignment on the limitations and potential pitfalls of the available military strategies, including those that do not involve ground troops.
While President Trump has reportedly shown an aversion to deploying ground forces and believes air bombing can compel Iran to agree to terms, Caine and other cabinet officials privately consider this outcome unlikely.
