Officials in Nanning, the capital of Guangxi, elevated the flood control emergency response to its highest level as torrential rain caused dams to breach. Dramatic footage showed water rushing through a damaged reservoir dam, submerging homes and cars. Rescue efforts are underway, with authorities evacuating hundreds in Hubei as well.
