A new report by Amnesty International alleges that Indian state-owned and private companies supplied at least 2,596 arms shipments, comprising hundreds of thousands of military components, to Israel between October 7, 2023, and November 30, 2025. These shipments included parts for machine guns, 155 mm high-explosive artillery shells, explosive warheads for 'kamikaze' drones, and armored vehicle components destined for major suppliers to the Israeli military.
The report, titled "Made in India: The Supply of Weapons and Ammunition to Israel," emphasizes that its findings are based on a deliberately conservative methodology and likely underestimate the full extent of India's contribution to Israel's military supply chain. The findings follow previous allegations of India materially supporting Israel's actions in Gaza.
According to Amnesty, the shipments included 564,970 parts of explosive ordnance, 390,516 small arms parts, and 298 components of military vehicles. The report also notes that as of July 29, 2026, at least 247,387 Palestinians have been killed or injured in Gaza since Israel's military campaign began.
Amnesty stated it wrote to nine companies and the Indian state but received no reply. Agnes Callamard, Amnesty's secretary general, commented that Indian authorities cannot credibly argue they did not know that continuing to authorize arms transfers to Israel carries a substantial risk of contributing to serious violations of international law, especially in light of the International Court of Justice's provisional measures orders recognizing a plausible risk of genocide.
India-Israel defense ties have significantly accelerated over the past decade. India is a major purchaser of Israeli weapons, and Israeli manufacturers have established production facilities in India. Despite calls to impose an arms embargo on Israel and South Africa's case at the ICJ, India has maintained that its arms exports are guided by national interest and its strong record of cooperation with Israel on national security.
