In his role as Cabinet Office minister, Thomas-Symonds also oversaw policy areas including public inquiries and civil service reform. A UK-EU summit, initially scheduled for July 22 to finalize discussions on an agri-food agreement, a youth mobility scheme, and an emissions trading deal, was postponed due to Starmer's resignation. The meeting is now anticipated to be rescheduled for later this year, with a new minister representing the UK.

Thomas-Symonds urged the new administration to continue negotiations on the UK's participation in the EU's internal electricity market and to implement key aspects of the Common Understanding, such as the food and drink agreement, the linking of emissions trading systems, and the Youth Experience Scheme. Shortly after Burnham's appointment, European Commission President Ursula von der Leyen reported a positive initial discussion with him, emphasizing a shared commitment to strengthening EU-UK ties and working towards a successful summit.
