Binance's website is now fully accessible across the Philippines' two largest internet providers, PLDT and Globe Telecom, marking a significant milestone in its structured return to the Southeast Asian market. The exchange had been blocked in March 2024 by the National Telecommunications Commission and the Philippine Securities and Exchange Commission for operating without a local license and offering unregistered securities.
The comeback strategy involved partnering with BlockShoals Technologies Inc., which secured in-principle approval from the SEC in November 2025 and a Notice to Proceed with Testing on April 14, 2026. BlockShoals operates under the SEC’s Strategic Regulatory Sandbox (StratBox) framework as a Crypto Asset Intermediary.
Binance co-founder Changpeng “CZ” Zhao confirmed the development on X on July 29, 2026, stating that Binance has a "very special sandbox license" in the Philippines and that the website is unblocked. He also indicated that a fiat channel is expected soon. This restoration follows Globe Telecom's earlier unblock in May 2026.
While ISP access is restored, full public onboarding has not yet commenced. BlockShoals is still integrating local fiat payment rails and ensuring compliance with Anti-Money Laundering Act requirements. The Binance app is also expected to return to local app stores once the SEC notifies of Binance’s updated regulatory status.
The Philippines has been actively developing its digital asset framework, including recent moves to tighten regulations and potentially ban privacy coins, underscoring the compliance-focused environment Binance is now operating within. The country also initiated a ₱10 billion tokenized treasury bond program in 2024, signaling a broader integration of digital assets into its financial infrastructure.
