The breaches, which occurred under the previous ownership of Roman Abramovich, involved secret payments to agents during the signings of players like Eden Hazard, Willian, and Samuel Eto’o.
An independent commission had initially imposed a suspended points deduction, but Chelsea successfully appealed this, resulting in a suspended transfer ban instead. This latest fine increases Chelsea's total financial punishment for these offenses to over £20 million, following a Premier League sanction earlier this year. The club argued for leniency, citing self-reporting by its new ownership, a US consortium led by Todd Boehly and Clearlake Capital.
Separately, Chelsea received a boost with the confirmation that winger Mykhailo Mudryk is free to resume his career. Mudryk had been sidelined for over 18 months following a ban for testing positive for the banned substance meldonium in late 2024. He appealed the four-year ban and has now reached an agreement with the FA and World Anti-Doping Agency, admitting to the breaches, which concluded his suspension on July 30.
