The U.S. Federal Communications Commission (FCC) has implemented a ban on foreign-made advanced robotic devices, citing national security concerns. This prohibition, effective July 28, 2026, targets a range of robots, including humanoid and four-legged models, as well as robot vacuum cleaners, with a particular focus on those manufactured in China.
The FCC's decision, justified by cybersecurity vulnerabilities previously identified in Chinese-made robots, adds these devices to its "Covered List." The agency stated that an interagency body, including national security agencies convened by the White House, determined these foreign-produced robots pose an unacceptable risk to U.S. national security and the safety of its citizens.
"Advanced robotic devices" are defined as mobile, ground-based mechanical devices capable of autonomous or remote operation, equipped with environmental sensors, and possessing network connectivity exceeding 200 kbps. This definition encompasses robots from various manufacturers, including those from allied nations like Japan, South Korea, and Germany, in addition to China.
However, the ban includes several exemptions. Robots weighing less than 4.4 pounds, such as robotic toys, are not covered. The prohibition also only applies to new models of foreign-made robots, allowing consumers and businesses to continue using and purchasing previously authorized models. Drones, trains, underwater vehicles, connected vehicles, and stationary industrial robots are also explicitly excluded. The Department of Defense, referred to as the Department of War in FCC documents, retains the authority to exempt specific foreign-made robots if they are deemed not to pose a security risk.
Proponents of the ban, such as Evan Beard, CEO of Standard Bots, view it as a critical step to ensure U.S. leadership in robotics, preventing foreign-subsidized robots from dominating the market. Rush Doshi of the Council on Foreign Relations echoed this sentiment, calling it a significant action to support the U.S. robotics ecosystem.
Conversely, several robotics researchers and analysts expressed skepticism. Georg Stieler warned that the ban could impede U.S. physical AI innovation by cutting off access to affordable Chinese platforms before comparable Western alternatives are available. Rueben Scriven of Interact Analysis noted that the U.S. lags behind China in low-cost mass manufacturing and suggested the ban might hinder the U.S. humanoid robotics industry by removing the educational and promotional impact of lower-cost Chinese robots. The failure of previous FCC bans on Chinese drones to foster a competitive U.S. market was also cited as a cautionary example.
